| Abstract: In February 2006, the National Association of Counties (NACo)
commissioned the National Center for the Study of Counties
(NCSC)to conduct a survey to assess key aspects of county
emergency management, including organizational structure, budgets
and funding, personnel and training, use of technology, and ways
counties collaborate with other government entities and
nongovernmental organizations. NCSC prepared a survey instrument
with input from NACo and from faculty studying aspects of
emergency management at the University of Georgia, Indian
University, and the University of North Texas. Requests with
instructions for completing the survey went out in February to
each of the 3,066 U.S. counties. The requests were sent primarily
to county clerks, using a list provided by NACo. Forty-nine
requests were returned as undeliverable. Instructions requested
that the clerk send the request, which was signed by NACo
Executive Director Larry Naake, to the appropriate emergency
management professional. NCSC received completed responses from
564 counties in March and April 2006, representing all Census
divisions and 46 of the 50 states. The counties range in size
from 67 residents to more than 9.5 million, thus providing
researchers with a wide range of variability from which to

| Abstract: The following is an excerpt from the document:
The guidelines provide standard procedures to:
1. Identify sensitive information content of geospatial
data that pose a risk to security.
2. Review decisions about sensitive information
content during reassessments of safeguards on
geospatial data.
Additionally, the guidelines provide a method for
balancing security risks and the benefits of geospatial data
dissemination. If safeguarding is justified, the guidelines
help organizations select appropriate risk-based safeguards
that provide access to geospatial data and still protect
sensitive information content.
The guidelines do not grant any new authority and are to
be carried out within existing authorities available to
organizations. They apply to geospatial data irrespective of
the means of data access or delivery method, or the format. |
